Whether erect or not, if your foreskin cannot be readily moved forward and backward, then you have phimosis. This is something to talk to your doctor about. The remedy might be as simple as stretching and/ or applying cream, or a surgery might be required a.k.a. circumcision.
What should be the normal look of the penis when it is unerected ? Covered with foreskin or not?
When un-erected, any amount of coverage is normal. Anywhere from no coverage to full coverage is fine. Definition of "normal" can depend on who you talk to. Personally, I believe if you can easily retract your foreskin to clean under it, then it's normal.
Very common problem, and lots of comments and advice on here. Unless you are in pain, for now I would try the gentle stretching while in bath or shower. Creams may also help. At 17 I would think not a major problem just yet. Do not force it and as always if in pain see Dr.
