Hello I'm 13 and I have never pulled back my foreskin sometimes I have tried but am I too young yet or USB there a problem as there is difficulty pulling it back.

Gently pull back foreskin in the bath with soap to stretch it up
From the number of similar posts on here I do not think it is that uncommon at your age, try gentle stretching of the foreskin possibly in the bath or shower. Some creams are available which may also help, names will be found elsewhere on this site.

I a man the exact same and for what I've seen on this website I think the foreskin may not have split form the penis yet, if the problem persists I would consult your GP
