A little knowledge is often more dangerous than a lack of knowledge, but with that in mind... Semen comes from the prostate, so if it's precum that's where it must be coming from. We chaps discharge semen into the bladder if we don't orgasm (Inc wet dreams etc) for a while, so the plumbing works. But I can't see how you having a circ op affects that. My guess would be, it due to increased sensitivity. From your post, you recently cut. The exposed head is very sensitive so maybe it getting excited ? I felt pain at that stage so maybe pre cum a bonus.
