Since the beginning of the pandemic (around 2020) I've noticed I've had tight foreskin.
I have been to the doctors regarding this, however I felt very uncomfortable. Long story short, I got given some cream to help it become uptight, however this didn't work.
I've tried all the exercises that are online, and still nothing. Circumcision is at the bottom of my list as I don't want it.
Any other recommendations?

Hi if it hasn't helped then you should go back to your doctor and maybe change the cream and perhaps a referral to a urologist or dermatologist to find out the cause of your tight foreskin?
Along with prescription steroid cream, a set of progressively larger plastic rings can be used to help stretch the foreskin to trigger growth through mitosis. Phimocure is the trade name of these plastic rings that are inserted between the glans and tight foreskin and worn for a period of time. As the foreskin grows over several weeks time, then the next size larger cans be worn, gradually going to larger and larger rings until eventually the foreskin has grown large enough to retract behind the glans. This takes several months.
Since you have tried steroid creams it is very unlike;ly that any other creams will work for you (they rarely do after puberty when the foreskin has toughened up). The only sure, immediate and guaranteed permanent cure for phimosis (tight foreskin) is circumcision.
Where is it tight? tip, base, middle? Tight how, scars? What caused it? Just woke up one day and it was tight? Strongest cream if not already on it might help. Cortisone.
Get a Dr's opinion (again). Could be something worse that this is a sign of. Diabetes for example. Take in a lot of sugar? Yes? well stop lol. Try being healthy (water, sleep, food) if you're not already. There are a few basic starting points if you haven't already checked them off your list
I was initially prescribed a steroid cream that I was to apply once a day for a month, then stop for a month, reapply for a month, and so on. It gave me some relief for a year or so but I eventually decided to have my foreskin partially removed. I didn't want to have radical circumcision and partial circ has worked for me.
