Hi, I'm 23 yrs old and I'm a little concerned. When my penis is not erected I can pull my foreskin down fine (no pain). However, when my penis is fully erected I can't pull my foreskin down..Also, as soon as my penis gets erected with my foreskin down, it hurts a little and I have to slightly force my foreskin back up to the gland. Is this normal or should I be worried?

It sounds as though you may have phimosis. You need to see a doctor.
If you can easily pull back when flaccid then you should have nothing to worry about. Initially try stretching, but consider seeing your Doc'

I can pull it back up fine when flaccid no pain at all. When stretching what techniques should I try?
Usually easier in bath or shower, but in the privacy of your bedroom is fine. while flaccid Gently hold the tip of your foreskin and pull it out to the point where it starts to hurt. Hold for 10 to 20 seconds, repeat as often as you can.
Some steroid creams may help this.
I was unable to pull back properly until my late twenties.
I did visit Doc' and he said if I could pull back when not erect, even if it caused slight pain then I do not require surgery. And I was happy with that, it did become easier as I got older and had sex more ?
Though I did need a circumcision in my fifties for a different reason.
