Can an anaesthetist get you to sign the informed consent to surgery. I never saw my surgeon, just the anaesthetist on his own.

Not quite true. The anaesthetist, as part of the surgical team, can consent a patient if they are competent to obtain consent for the procedure / treatment proposed to the patient. It does not have to be the surgeon.
You are correct that ultimate responsibility lies with the person carrying out the procedure but it is lawful for them to depute another suitable person.
