I am not able to retract the foreskin even when flaccid also only skin is retracting 20%, can I get it fixed with some ointment and stretching or should I go for surgery I am 34 by the way.

Steroid cream is available only by prescription, and should be used under observation by your doctor, or it could have consequences. Stretching can be done with or without such cream. The cream itself is not a magic bullet. As you attempt retraction, the part which is tight should become apparent. That is the part needing stretching. Success comes with frequent, regular application to that tight ring known as the frenar band. In a clinical setting, best results came when several short sessions of tension were applied throughout the day. Try four sessions of 2-5 each. If two fingertips will fit into the opening, use them to gently pull the edges apart. If too tight to allow insertion of fingers, grip the edges and pull. I found years of stretching eventually loosened my foreskin until it retracted over my glans with no tightness or pain. Took a lot of patience though!
