Is it normal for the back of the penis (underneath) you may call it to be more swollen than the rest? It is where the stitches are I think it’s the frenulum. ?!

The frenulum is often the last area to heal. You are only in day 8 so I would not worry. If you are worried, please see your doctor.
Yes, that area is always last to heal. You may have oozing after the rest of the incision healed. Unless it’s painful or feels hot, you should be fine
