Can I drink alcohol / start smoking three weeks after surgery?
I think my penis has healed, with only a few sutures remaining, and the swelling still being there as well, although, the glans are still a little sensitive.
Can I start doing these activities only on the weekends at least?

Yes, should be OK for you to resume your tobacco dependency if you must.
Also, my last sutures took up to five weeks to disappear. They dissolve at different rates for each patient. To book a non-urgent appointment at my GP would currently take two weeks in any case.
I would suggest just continue mate. Stop it those bad habits. By the way, why did you get circumcised?
I had a second circumcision when I was 20 (23 years ago). I was a smoker then and I didn’t refrain from smoke after my operation. I carried on drinking too and I suffered no ill effects. I would suggest not indulging in either too much as the body generally recovers more quickly the less rubbish one puts into it.
I am not going to preach to you but if you can go 3 weeks without smoking wouldn’t it be great if you could stop altogether? Think of the money left to spend on other great things!
...and think how much nicer it is for the people you come into contact with daily.
If you are going to use nicotine, use the patch instead as it is a safer alternative. In addition replace alcohol with chamomile tea and green tea. This would be much healthier
