Thus has been here a week now seems to be getting worse and worse everyday , before I got circumsised I had penile neoplasia on my foreskin could this be it again ? But on my pube line top of penis! Please help

Its very hard to say from this picture. Its doesn't look like PIN to me but PIN can arise in different areas. If it persists you should have assessment by a urologist.

PIN = penile intraepidermal neoplasia , the condition you said you had before

I went docs last night she said it was folliculitus????

Again from this photograph it is very difficult to make out . To me it looks like some erythema ( redness ) at the base of the shaft, there seem to be two separate lesions at the edge of this red area, they don't to me look like they are pus filled as you would expect with folliculitis , but again its difficult to see . When did all this appear ?

About a week ago ? but the docs seen it and is adiment it’s not penile neoplasia and is folliculitus

Ok so penile neoplasia or PIN would be present for months or longer. So its not that. Shaving or waxing can cause folliculitis , also if you have a general skin complaint that can also affect the genital area.
