What is this?

It’s not a rash although the “red lines” look slightly dry. They’re not straight lines, kinda in all different directions in one area(outer calf right leg). Looked like veins at first but now not sure. He has no broken skin or bites or pussing but upon close inspection, there are tiny pen top sized spots within the red lines. So far there’s no pain or itching at the site. His ankles are both swollen, but the right ankle more so than the left one (red marks are on right calf). He does not have a fever and the area itself does not feel noticeably warm to the touch. He doesn’t wear restricting clothing and we have not changed detergent. He often does take long toilet breaks, at least 45 minutes each. a couple times a day. I’ve definitely heard that is not good for circulation. I also worry about onset diabetes 2, he’s 43 and slightly overweight. Most certainly does not stay on top of regular checkups or eating healthy nor is he at all cautious of/or use preventative hygienic measures to keep viruses away. We did get a kitten 36 hours ago but if it was some contracted parasite from cat to human I imagine that I (,with an extremely compromised immune system) would have symptoms/caught it by now also (kitty slept with me all night, I do the litter boxes etc).

*Noticed at 5pm Mon 12/14 at which time we:

Drew circle around it to watch for spreading and took temperature 98.8

*As of midnight, Tues 12/15:

Hasn’t increased in size nor has it decreased.

Still no fever

Still no itching or pain or warmth at area in question
