HbA1C - New guidelines

New guidelines / study of American Diabetic Association says that HbA1C level up to 8 are acceptable and there is no need to be heroic in reducing it. Because in the process of reducing HbA1C, if there are events of hypoglycemia, then the effects are much worse than to maintain the HbA1C below 8. Please explain.
