To build on my c25k I won’t start a 10K program but I’ll increase my thrice weekly runs by increasing the time/distance by the old rule of thumb, 10%. Should the 10% be distance or time?

Either works... I don’t know how far you’re running, but personally I’d go in distance from your current runs. Don’t think you have to do all 3 runs the same either, that could get difficult to fit in. In terms of time as we know that I’d go 30, 30, 35 to start... at some point shortening one and running it a little faster will help too.
