I just recently got an i pod touch 6 for fathersday. I wanted this to run with and listen to music. I tried running and realized this devise does not have offline gps. Which i think that is ridiculous since it cost so much. Is there anything i can do about this. If not this devise is usless to me

Well it is effectively a Walkman. A very hitech advanced Walkman but a Walkman nonetheless. Why would it need GPS? Also why do you need GPS to run with music?
My camera also doesn't have GPS. And it costs even more than an iPod. Should I complain to Nikon?
Well an iPod v6 is basically an iPhone from 3 generations ago, without the cellular (mobile phone) radio. They were targeted at younger children, to get them introduced to Apple ecosystem but when they were too young to have a smartphone. Nowadays even young children seem to have smartphones and I don't see much longevity in the iPod portfolio.
And of course, these devices do not have GPS.
The iPod *does* have Bluetooth 4.1 radio, and would sync with a running watch with GPS. But then you are looking at spending another £100 to get the functionality that you want.
You've been given a very elegant, beautifully-styled MP3 player that also happens to run apps from the App Store. But without GPS it is not going to be the ideal running companion for someone who wants to have accurate, GPS-based tracking. But is can count steps, estimate your pace, measure the duration of your runs and give you an estimate of the distance that you've run. Must you have a map of where you went?

I think the top two replies here are a bit abrupt in response to this question, if I'm honest. Not everyone is au fait with the technology that would best suit them for their running needs and well done MarkyD for trying to explain.
Rignold and Tomas, I think he had the expectation that he would have similar functionality to an iPhone and therefore would be able to track his runs offline with some form of GPS. My iPhone doesn't require data to use Runkeeper, albeit its maybe not as accurate when I don't have data switched on, but the GPS allows me to do so. I think he wanted to do that and listen to music, not need GPS to listen to his music. Comparing a camera to an iPod is a bit unfair.
