Above the neck.. fine... it may even help...below the neck...no.
So... if your chest is tight, and it does sound from what you are describing, that you may have an infection..( I am no medical expert however), then I would say hold off. There have been many, many posts about this, and the dangers of running with chesty cough issues.
The run will still be there, even if you give yourself a day or so to get over this
