Out at 8am . Light enough to be safe, early enough to avoid traffic. I’d think that this run would have one with which Tim would have been familiar in Devon: country lanes, high hedges, farms and cottages, cows, sheep and crowing cockerels.
Perhaps Tim arranged it for this to be one of the few mornings when it wasn’t raining hard.
