Fitbit Charge 2 fail!

Friend of mine who needs to lose a lot of weight bought a Fitbit Charge 2 and couldn't set it up on his PC . He isn't all that computer literate so I dropped in and tried to do it for him. Fail! I took it home and tried to do it on my home PC. Fail!!! Google search has revealed to me that it can ONLY be setup using a computer ( PC, APPLE, ANDROID) which has Bluetooth. Neither his nor mine Windows 10 based PC have Bluetooth. Nowhere in the documentation, on the box, or in the advertising says this. FITBIT -- FAIL!!!!!!

I have a Charge2 and yes it does need Bluetooth. I have it connected to my phone only, not my PC. Sure that's not much help and can understand the frustration.
