Looks very much like one to me. Asking money so you can claim money they say you won ? No way. Please don't give them anything. Stay safe.

A good thing to do if you have questions about whether something is a scam is to google what are the latest scams and see what comes up and read about them.

This is a scam, no doubt about it.

Can I ask if you clicked on a link to bring you into this? I'm asking because there are such things as clickbait links. A good analogy of a clickbait link is bait on the hook used to catch a fish.

Plus, if something sounds too good to be true, it normally is.
