I've been losing weight for a few months now and have got to a weight I am content with (9stone, 13lbs) BUT I cannot get rid of this belly fat no matter what; I've been eating healthier, doing exercises twice a day except Friday (my "day off"), and generally been more active. I've attached a photo to show what I mean.
How can I get rid of this belly fat? Thanks.

Your belly fat probably isn't fat but rather inflammation from the food that you're eating. It could be caused by eating refined carbs e.g. bread (wheat belly) or refined seed oils which cause oxidative stress because they are PUFAS. I only use coconut oil for frying and cold pressed olive oil for other uses. It may take a few months fof the inflammation to receded.
I do eat a lot of pasta and cereals and drink a lot of diet sodas. Do you think too much of those could be the culprit for the belly? Do those things have refined carbs in them?
Yes, especially the pasta as it is made with high gluten highly refined flour and cereals which are made with highly refined flour. Better to stick to oats which are wholegrain and virtually gluten free.
Some nutritionists say that the artificial sweeteners have a health impact but the impact of refined carbs and starches (esp with gluten) is unequivocal and the mechanisms have been known for about ten years.
Agree, that is not fat. Keep up with exercise, especially whatever you can do to tighten abs. Also, if you lost a lot, you might have some excess skin and there's not a lot to do about that except be proud that you lost what you did. (I mean, assuming you do not want surgery.)
