I've been trying to lose weight on and off for the past three years with no luck. I've found that every diet I have been on stopped me gaining weight but wouldn't help me lose any either. I'm on a new diet of 1300 calories, 4 workouts a week and mostly healthy food. Most people lose a lot in their first week but I've not lost a single pound.

I think your problem has been long term dieting and cutting calories too low. 1300 calories would barely be enough for anyone and continuous restriction will force your body to lower its BMR. We've found active participation to be key to successful weight loss and, of course, it's a good way to get to know people, find inspiration and share support and encouragement.
That's not going to do it, Kat. You're fighting against your body's sense of self preservation and your body's always going to win.
Read the information moreless has given you and then give that approach - eating real, filling food - a good go for four weeks and see how you feel then. And join a weigh in and use the Daily Diary for the wonderful support and information you'll find there
