Personally I’d be more worried about your Vit D which is ridiculously deficient. The Dr wants you to reduce your thyroid meds because your TSH is a fraction below the reference range which is laughable!
What time did you do your test was it as recommended on here - close to 9am and 24 hours after last T4 dose and 8-12 hours after T3 dose?
How do you feel?
What vitamins are you taking and have you tested B12, Folate, Ferritin too?
Your Dr should have given you a loading dose of Vit D so I’d ask your GP to prescribe that as a start before you even think about reducing any medications.
The doctor is probably just looking at your TSH which is very slightly under range.
What time of day did you take the test?
Did you do the test as per the protocol recommended here? Recommended blood test protocol: Test at 9am (or as close as possible), fasting, last levo dose 24hrs before the blood draw & no biotin containing supplements for 3-7 days (Biotin can interfere with thyroid blood results as it is used in the testing process).
Testing like this gives consistency in your results and will show stable blood levels of hormone and highest TSH which varies throughout the day. Taking Levo/T3 just prior to blood draw can show a falsely elevated result and your GP/Endo might change your dose incorrectly as a result.
Suggest you get some accurate tests run in the UK where you know the reference range and test according to the protocol. I doubt you need to reduce Levo.
I would have the test repeated. Mine was reduced to 75 and I became ill, it is now 75 during the week and 100 at weekends. Still not great but better than it was. Also depends on how you are feeling at the minute. Get another test and monitor your health. Hope this helps
