Well it's not. NDT contains T4 and T3. Levothyroxine is T4 only. If you look on the website of the make of NDT it may give you a break down of how much T4 and T3 in each grain. It varies slightly between makes .
If you have not been on NDT before then it is not a straight swop. You need to build up slowly.

Are you still taking 25mcg Levo plus 1/4 grain NDT?
If so are you thinking of swapping the 25mcg Levo for extra NDT?
If that is the case just increase your NDT by 1/4 grain for now, see how you feel in about 3 weeks. If necessary you can increase again. Take is slowly, increase gradually.
When testing and taking NDT, remember to split the dose the day before into 2 or 3 and take your last dose 8-12 hours before the test.
