High rT3 can inhibit T4 to T3 conversion, at least it does in experiments. It's not clear how much effect this has in real life. rT3 can be high if fT4 is high which is not so in your case. rT3 can also go high if you are on a strict diet or have a severe illness. It is expensive to measure rT3 and not all assays are accurate so I wouldn't bother trying to get an rT3 blood test. In any case rT3 blood levels vary considerably so any result is not much use.
Do you have symptoms other than weight gain? Weight is not a good indicator of thyroid status. If you are following a low calorie diet this could affect your thyroid hormone levels.
You're almost at the top of the range on T3 but only 32% through the range on t4. Perhaps you could do with more t4 but maybe it hasn't really started working yet. Perhaps test all your vitamins to see if any deficiencies in say D, B12, folate, iron etc?
