Dry skin is a sign of hypothyroidism, don't hide it with cream. See your doctor and get your levothyroxine dose corrected.
I tried and they won't do another blood test till 3 months time
Oh dear. Apart from having a gender reassignment (to a large aggressive male) I'm not to sure what you can do. Is it possible to take an assertive relative or friend with you and insist your 100 mcg is reinstated (without another blood test)? If the doctor gets nasty you could point out they should not work outside their expertise. Or perhaps there is another doctor you can see.

I didn't answer your original question. Sorry, I know nothing about hand creams, but I have good knowledge of cream in cakes! If you do resort to hand cream take a photo of your hand before you start using the cream so you have captured the evidence.

I would have responded with:
thyroid Hormone result 0.052, range 0.27 - 4.20
Free Thyroxine 19.900 range 19.900 .22
Free T3 4.11 range3.10- 6.80
There is no reason to reduce your Levo with those results. I pointed out that as your FT4 was 79% through range and your FT3 only 27% through range then reducing your dose of Levo will reduce your FT4 and reduce your FT3 even further, causing even more symptoms.
You are now starting to experience symptoms of hypothyroidism with dry skin, I imagine the longer you stay on 75mcg Levo the more symptoms you will experience.
As Jim says, don't hide this symptom with cream. You need your Levo put back to where it was and your low FT3 addressed.
Take Vit D 4 hours away from any thyroid medication, it needs to be taken with some dietary fat if it's softgels, capsules or tablets. Not necessary if you're using an oral spray or sublingual drops.
I am thinking about seeing a private enconoligist do you think it is worth the money?
Choose very carefully. They will be NHS trained and most also work within the NHS. Some may be more helpful about conversion, some you will be totally wasting your time and money.

their is only one in my area but I have heard very good reports from him but would he be able to prescribe T3 or would that have to come from a private doctor?
Ask on the forum if he has prescribed T3 to anyone else. You can name a doctor to ask for feedback, the post will then be closed so that no information is posted publicy (we can't discuss doctors on the open forum without their permission), but members will be able to send you a private message.
It has been difficult to get T3 prescribed on the NHS but certain CCGs do allow it so it's easier in some areas than others when there is a need shown.

How long have you been on reduced dose?
If been more than 8 weeks
Strongly recommend you get FULL Thyroid and vitamin testing FIRST before any consultation
For full Thyroid evaluation you need TSH, FT4 and FT3 plus both TPO and TG thyroid antibodies tested. Also extremely important to test vitamin D, folate, ferritin and B12
Low vitamin levels are extremely common, especially if Thyroid antibodies are raised
Recommended on here that all thyroid blood tests should ideally be done as early as possible in morning and fasting. Last Levothyroxine dose should be 24 hours prior to test, (taking delayed dose immediately after blood draw). This gives highest TSH, lowest FT4 and most consistent results. (Patient to patient tip, best not mentioned to GP or phlebotomist)
