When we take NDT I wouldn't bother too much about blood tests as it is all about how the patient feels on a particular dose. NDT as you know contains T4, T3, T2, T1 and calcitonin and T3 reduces T4. Levo is T4 alone and has to convert to T3 but sometimes we don't do so effectively and blood tests were introduced along with this.

You don't have results for FT3 by any chance do you? When you are taking NDT you really need to look at the FT3 results - it's the only way you can tell whether you are taking the right amount of medication. How do you feel?
You have room to raise your dose of NDT if you want to. People on this forum report feeling better with their FT3 result in the top third of the range (over 5.5 on the range you quoted). Your FT4 is below range so there's no problem with that going over range any time soon.
