I cannot answer but although hair loss may be common in hypothyroidism some find it recovers when you are on optimum medication.
Do you have other clinical symptoms or is your hair loss alone? Check your iron, ferritin and folate levels. Your ferritin level is better 70 or above as lack of iron can cause hair loss too.

My folate level is 13.700 (2.7. - 34)

Yes, it does. I lost my hair two summers in a row to alopecia. It has now grown back but I felt well thyroid wise, so I had to buy a wig. One of those times I was completely bald.
Hair began to shed for the third time in May bute my GP prescribed dermovate and it did stop the shedding and it worked, so although I had patches it wasn't so bad. It is now o.k.
If you are still having pain, I think you need your meds increased. I am now painfree but I have also moved from levothyroxine.

I don't think Dr will up thyroxine because of low TSH I will try adding some iron to diet
