Since changing my eating habits last year and exercising more. My resting heart rate has dropped from 73 to 49. I am still overweight, classed as obese but was wondering if this is classed as healthy or not?

Amazing! Generally lowering of heart rate is an indicator of improving fitness, and you have moved from normal-for-middle-aged to athlete. Well done!

If it had dropped without reason, then yes talk to your doctor, but you have made changes and they have made a measurable improvement to your health markers. Rejoice! Or go to your doctor to gloat!

I gym it on mondays, swim tuesdays, zumba wednesday + clubbercise, thursday i box, rest friday, sat & sun is swimming
"They" seem to think that everyone is overweight, and everyone needs to lower their blood pressure, pulse rate etc.
When I was an endurance athlete (I cycled Paris-Brest-Paris, 760 miles, 1,200km, in 86¾ hours in 1995) my pulse rate was 35, which was OK when my heart worked.
Then I got Atrial Fibrillation and Bradycardia (low pulse rate):
My pulse rate dropped to 30, and my SPO2 (Blood oxygen saturation) dropped to 75 at night. This is not good, and I was waking up paralysed from the eyelids down - and I now have a pacemaker.
So... if you are not ever feeling faint, or lacking in energy, it might not be a problem. Do you ever feel faint when you stand up? (This is called postural hypotension.)
Feeling faint can also be due to hypoglycaemia (low blood sugar), which you might have if you are exercising a lot and/or losing weight rapidly.
Do you know what your blood pressure is?
I think that generally, they think that 125ish is ideal blood pressure - but they used to say that "typical" blood pressure was 100 plus your age, so, at BP=108, I am eight years old. (I am 70).
Do you have a gizmo which tells you your pulse rate?
If you have not discussed this with your GP, suggest that you book a review appointment. Hopefully, they will tell you that you are nowhere near diabetic, etc.
