Why don't you think it is an STD? My doctor said the same thing. I went to an urgent care clinic and the doctor there said it was "normal." But then my primary healthcare provider said "that is not normal. I've seen thousands of STDs and that does not look like any one of them"
They drew my blood so I'll find out Monday. But I'm just scared. What could it be?
Are they the only spots? Do you have any behind/under foreskin?
I have 3 on the underside of my dick too.

Its is hard to see the spots in detail, but I agree with Adamrufer and they are likely genital warts. However there are other conditions that can cause papular ( raised bump ) lesions. A sexual health clinic would be able to advise you correctly. HPV ( warts ) are very treatable.
These look like warts to me. They usually appear months or years after unprotected sex. And often, they are not painful or itchy. Warts are very contagious and you can spread them to others through skin-to-skin contact including intercourse. You can test them by using a cotton ball to apply some apple cider vinegar to these spots. If they turn white, it means you have warts. My girlfriend also has warts and vidarox is helping her to reduce the size of warts. Speaking to your doctor is necessary.
My doctor said "this doesn't look like any STD I've ever seen." He took blood tests which will come back soon. But he referred me to a dermatologist.
What if they don't turn white? And does it have to be apple cider vinegar? What a about red wine vinegar? Or rice cooking wine?

If all tests are cleared by GUM clinic , it is still be warts. If these gets worsen, you need to see Urologist.
Looks like HPV to me. But not a doctor.
