You can pull back enough to clean so do not worry about not pulling back when erect. Providing it is not sore everything will work as intended.
It may loosen up with time but you could try stretching.
How red is red ? A pinky red is normal, but if it is bright red that could a symptom of other issues. But in general if it is not painful do not worry. If it is itchy try canestan or sudocrem. Clean area with plain soap and rinse well.
