Idk if you should be using Vaseline or neosporin because it will slow the healing process(that’s what my doctor had told me to not put any cream). If I were you, I would take a shower (NOT A BATH) after 3 or 4 days after circumcision and let the warm or cold water run down through your penis to keep it clean and pat it a little with cloth or something to keep it dry so the gland will heal. And yes I do think the swollen bubbles from the stitches are normal cause I’ve got them on the left side of my penis and the right looks normal.
Vaseline is not affecting the healing process in any way, it only helps to lessen the friction between your penis glans and your underwear (or gauze if you use it to hide your glans in order to lessen the friction).
For healing purposes Neosporin is the winner, it prevents infections and speeds up healing. You can use it twice or thrice a day but don't over do it.
As for healing, after the first 3 days you can start with short salt/chamomile tea baths (in a cup for 2-3 minutes). The longer from the OP the longer you can keep it in and it helps healing as well. Though I must say that is with stitches, not entirely sure how the glue would react to salt baths etc so better check with your doctor.
