In addition to what goldie11 has already asked: have you spontaneous nocturnal erections? If yes, the mechanism is reasonably good, and you CAN reach erections!

Agree with previous replies, also Viagra will not just 'work'. As your doctor suggests, romance will help. Also what do you mean by "my foreskin is back and will not pull back" ? If you mean you have retracted but your foreskin will not pull back up then I would suggest cold water then carefully pull up with your fingers by stretching slightly, a little lube on the head may help. If this continues you will need medical help.
