White hard tissue behind head rim

The attached picture shows white spots or hard tissue behind my penis head, it's been like that since I can remember any ideas what it is?

Looks like Smegma to me. Try cleaning it properly fella and see if those spots/whatever don't go away. I might be wrong but that really looks like a penis that needs a thorough cleaning and you will be all good to go. Good luck.
