The penis is made up of three erectile columns. Two are on the left and right sides of the back side of the penis (and are call the cavernosa) and their job is to become rigid during an erection. One of those is on the underside of the penis (and is called the spongiosum) and it is less rigid so that semen can make it through the urethra that runs through this column. The tip of the penis is an extension of the spongiosum so it is meant to be spongy and not rigid like the back of the shaft. However, if the tip of your penis is flaccid (basically the same same size and firmness as when you don't have an erection) while the shaft is rigid, then it could be a condition called soft glans syndrome. Seeing a healthcare professional might be something to consider if it sounds like soft glans syndrome.
As far as the second part of your question. If the tip of the penis is squeezed or has pain during an erection it can cause an erection to subside a little bit. If the foreskin is squeezing the glans that hard during an erection or if it's retracted and causing constricts at the neck of the penis then you may want to bring it up with a healthcare professional. If the frenulum is pulling the glans downward and causing any discomfort, it may be triggering the reflex that men experience if the glans is squeezed. Hopefully that helps some...
