Mucosa ring above incision swelling

Hey guys, am on day 23. Things started to calm down after an infection in the first week. Swelling all went down but in the last few days the donut/ring of mucosa lining above the scar and below the head has started to swell again. My docs don’t seem to be much help as they won’t physically see anyone still due to covid! Anyway he just chucked more antibiotics at me after a phone call. Can’t call the urologist either.

Just wondering if it’s normal to start to swell up again. It’s more from the frenulum and around half of the way round on the right, the left side looks ok. Also does that mucosa ring ever go down? Pre swelling it’s still pretty big and sticks out.

I think Mucosa is the right word?
