So I had a circumcision done in October. My penis still looks and measures a good inch shorter when erect than it was. I'm somewhat worried this is permanent. I've gone from 6 1/2 inches to just over 5.

Have you had a drop in performance or complaints?
It's possible for this to happen with an extreme neonatal circumcision, but I don't see how it could happen with an adult circumcision and certainly not for over an inch difference, as the glans and shaft stay the same. There isn't much you can to make it longer or shorter, even with surgery.
Some questions:
Are you measuring your penis now the exact same way you measured it before?
Did you ask for the circumcision to be especially tight?
Does it feel like there is any tension around where the scrotum meets the shaft?
Is your erection at the same angle as before?
Is it getting just as hard as before?

Yes I'm measuring it from the same point. I wasn't asked about style, I had it done on the NHS and the surgeon just did it. There doesn't feel like there is any pulling though. Yes it gets just as hard and the angle is the same.
If your erection is just as hard as before and at the same angle, I don't see how it could have got smaller. My suspicion is that the skin on your shaft has been pulled forward, so where you're measuring from is further forward than before.

Most men get the same size for their penis stretched when flaccid (soft) was when erect btw.

But if the amount of skin has been shortened too much, then it will keep some of the penis pushed into the body, appearing shorter. With infants, the skin stretches and grows WITH the penis as it develops during puberty. But with an adult cut, if it’s performed too tightly, there is no gradual growth over time in the same fashion
