Foreskin is held by a string attached to the tip.

So I’m 17 and not circumcised. When flaccid or soft whatever, I can pull the skin all the way down n it doesn’t hurt. The thing is when I do it pulls the little opening down aswell. There’s a string that is stuck to the opening (tip) I was reading that it shouldn’t be there no more. When erect it doesn’t retract. What’s wrong with me ?

Sounds possibly like frenulum breve:

The concern is that the frenulum could easily tear or split during sex or masturbation - especially if there is a lack of lubrication or it's a little rough.

I've split mine and it's terrible - it takes forever to heal because it's always flexing and stretching.

If you're that tight it will eventually happen.

You should get it looked at - there are easy fixes that don't require circumcision.

Read the treatment section on the link I sent 👍

The cord on the under side of the penis is called the frenulum. It is always there unless removed (by itself or as part of a circumcision). It’s sole purpose is to _assist_ the foreskin to return to covering the glans as an erection subsides.

Your foreskin should be able to be fully, freely and painlessly retracted whether flaccid or erect. There are two things that can interfere with this. You may be suffering from phimosis, that is having a tight opening at the tip of your foreskin which doesn’t allow it to pass freely over the glans rim when erect.

The other possible problem is a related developmental abnormality called frenulum breve (short and tight frenulum). This can limit the amount that the foreskin can be retracted and therefore make attempting to fully retract painful.

You should consult your doctor to determine which is causing the problem and how best to resolve it.

You may need what's called a frenulumectomy due to it being tight

You're still developing. To help things along, stretching the tight parts will fix them.
