It sounds like something called a foreskin bridge or adhesion. That's when a small piece of the foreskin remains attached to the glans. You could bring it up with your healthcare provider. There is a simple procedure that can detach the bridge or adhesion (if that's what it is). Good luck.
If you are not circumcised, what you are describing is your frenulum. It’s supposed to look like that. If it is tight, see your doctor to get some steroid cream to stretch it a bit.

It does sound like a skin bridge. I had them and it got to the stage when sex was uncomfortable, so go see your health care provider and get checked out.

Tight Frenulum - If a man had a tight frenulum then it would be on the underside of the penis at what is called the median sulcus (indentation on the underside of the tip). Foreskin Bridge/Adhesion - A foreskin bridge/adhesion on the other hand would be a piece of foreskin attaching somewhere other than the median sulcus (attaching to the sides, back, or even underside but not at the median sulcus). These are often called foreskin bridges if it's a small piece of foreskin or an adhesion if it's a larger piece of foreskin.
