Is my penis normal?

When I retract my foreskin down too much the tip of my penis starts to drag itself down along the frenulum. It hurts when I pull it down as the frenulum gets stressed.

Should I have my foreskin relaxed like in the first 2 pics or pull it back a lot like in the last 2 pics? Also what is the optimal way to have sex in this situation (with a condom)?

It looks fine to me but if it is causing your problems and pain then go to a doctor.

Your foreskin should rest where it does so naturally.
