I've never had any male family member around me during puberty and so I never learned to pull my foreskin back. I'm uncircumcised and I'm able to pull my foreskin back over the head of my penis. But my foreskin doesn't seem to move freely over the shaft of my penis. My foreskin just bunches up behind the head of my penis. Is this normal ? As long as the skin will move back and forwards over the glans and nothing feels uncomfortable I’d say you have a normal penis there.
If you masturbate for longer and maybe twice or three times a week, with a day or two's gap between masturbation sessions for your skin to recover, you'll probably stretch the foreskin naturally over time. I've often heard coconut oil recommended to help both the gliding action and the softening of the foreskin allowing the stretching without causing scarring, which would be bad news as it would tighten the ring and probably feel uncomfortable and sore afterwards.
