I have a rash under the testes and it increases in winter and decreases in summer. Should I go to the doctor?

I can't appreciate much from the pic but it can be simple drying up of the skin such as seen in eczema that exacerbates during winter times. Do see a doctor , get an ointment and I think that should be sufficient unless it is severe or has any visual and/or symptommatolgy . All the best !
