It looks as if the skin of your penis has been scratched or you are having an allergic reaction. A doctor would be able to diagnose the problem.
Just looks like sore skin to me. Leave it a few days and see if calms down would be my choice

I’m not a doctor. However, it looks like some type of rash. Contact your doctor if it doesn’t clear up in a few days.
Appears to my that you center raphe has been irritated perhaps by too much use of your hand rubbing your foreskin. Mine use to do that and in a few days it would go away. Till the next time I played with it too hard
