Well, in generally I would say yes. The situation can be different, if your incision line is very near the penis head (glans corona) like 0-2 mm. Only your surgeon can tell, what he/she has been done. When the wound is healed scar line should be move similar way than shaft skin on your penis.
I also have the same question, I cannot move the skin at the cut line. Seems like the skin was stitched to the shaft and now they are stuck together.
I am having no pain but doubt arises as in some videos of post circumcision they are freely able to move skin to and fro on the shaft
May I ask how far from glans corona your incision line is located. Are you able to move the skin when you are flaccid?
It is possible your surgeon has sewed too deep and fixed your skin surface to deeper penis tissue. It is possible to release, if that was happened. That is failure/complication, if you have more than 0,5 cm former inner foreskin left and the scar line is fixed, IMO.
You need to ask for your surgeon, will he/she release it for free of charge.
When flaccid, I am able to move skin in between incision line and belly,not beyond incision line..My incision line is located a little bit lessser than 1cm.
I visited my surgeon yesterday..he says everything is fine..
Did you tell him your concern about the case 'fixed scar line'? What did he say?
Like I wrote earlier, my scar line is not fixed and I can move the scar line horizontally and vertically similar way than the whole shaft skin.

No, I don't think so. It's a bit different altered penis then, if the former inner foreskin won't move at all, when you are flaccid/erect and there is slack left on shaft skin.
There was one pro side on fixed incision line on healing period. You probably don't have an open wound, because fixed sutures supported the incision site, but in my ideal world skin on penis moves freely on the whole length.
The amount of skin movement is incredibly varied and depends on lots of factors, we're all unique. If I'm using lube my skin doesn't move at all, if I don't it moves maybe an inch up and down. Personally I like having no skin movement at all.
Mine - surgeon did tight fixed incision at the left while move freely at the right side. Does that open shaft skin create open wound when i shower or wash penis? I could clean or dry between the gap. Will it close later?
