Penis condition after week 3 of circumcision. Is the bulge below head permanent?

Hey can anyone explain the reason why the skin just below my head still looks like this even after 3 weeks of circumscribed?? Will this bulging reduce or will it be constant. Because this bulge will definitely not allow me smooth masturbation or sex.

Post a picture

There is no need to post a picture. At week 3 you are almost certain to have swelling. Some guys report it still at 1 year!! Too early to worry.
