You might find a slow cooker helpful, it's really good for bulk cooking, doing cheaper cuts of meat, and legumes.
I used to cook with pasta a lot, but since we went gluten free, I don't eat it very often. If it's something you eat, I can dig out a couple of old recipes.
These days, my main way to cut costs is to batch cook and freeze the excess. I use frozen veg a lot, as it's cheaper, and I may bulk out meats with legumes/lentils.

I make sausage hot pot. For my small appetite I would thinly slice 1 baking potato and 1 medium shallot. I would then cut 2 sausages into quarters (or use sausage meat) and layer them in a Pyrex dish (other brands are available). Sprinkle with salt and pepper and cover with vegetable stock. Pop in a couple of bay leaves and then cover with foil before cooking in the oven for about an hour on 200, gas mark 6. Remove the foil and cook for another 20 minutes or so until the top has browned. Its warming and filling and cheap!
