TSH in normal range but not for fertility

Had TSH checked at start of fertility investigations and it was within the normal range. 18 months later, just had our first appt at private clinic. The ideal levels for those with fertility issues is 1-2. A higher level (still in normal range) can cause implantation problems. It's easy fixed and I've been given a prescription. Can't understand why this wasn't picked up earlier and there doesn't seem to be awareness of the importance of TSH levels.
