I'm assuming you're referring to using a pump with a constriction ring, of some sort. In that case I've heard the answer would be 'yes' - the idea is that blood is pumped in, then "trapped" by the ring, but that blood is not the fresh red stuff from arteries, instead it's the used blue stuff from the veins.

Myself, I tried several different rings (even that thing called the 'Eddie') but never got useful (i.e. usable) results. So I abandoned rings but still occasionally use the pump as therapy post-prostatectomy, to keep penile tissue healthy and active, and to ward off (as much as possible) length shrinkage after surgery.
