Can normal people get hypoglycemia

I'm diabetic now, but many years ago, I don't know if I had had diabetes or not, but one thing for sure is, I had not taken any diabetes or sugar lowering medicines then

One day I felt my heart was getting stung, only for a moment, no heavy breathing, normal blood pressure, but pulse a lot faster and a lot of sweat too, at that time I thought I was having heart attack, but ECG, echocardiography and CT angiography showed no anomaly

After getting diagnosed with type 2, I often had hypoglycemia in my early years, never have one after some experiences, what I learned is, that sting and perspiring that I thought I was having a heart attack is just similar to the symptom of hypoglycemia, so can someone who is not diabetic or at least not taking hypoglycemic medicines get hypoglycemia?
