When it's that cold the snow can be a really nice surface for running. Just make sure you wrap up warm, let people know when you're expected back and don't stray too far from home if you're on your own.
Agreed. Freshly fallen snow which hasn't turned to slush can be great to run on.
That's the problem with snow in much of Britain — it often falls when the ground temperature is still above freezing, so it quickly turns to slush underneath.
Mid-December 2010 was very much an exception. We had snow after a few cold days, then the temperature immediately dropped to -5°C daytime and -10°C at night, and stayed like that for a week. It was the only time I'd experienced powder snow in Manchester.
