I live on the east coast and the snow and ice have made it too dangerous to get out... Iβm a complete novice to running.. sorry jogging, Iβm on W4 run2 .... when I venture out again (weather permitting) should I go straight into run 3 or go backwards for awhile ( I will have missed 2 runs this week)

As stated in the guide to the plan, healthunlocked.com/couchto5... you lose no significant condition in the first two weeks of non running.
After that loss of condition is gradual.
All any of us can do after a lay off is to go out and see what we can comfortably manage, then build back up gently, using C25k or something similar as a guide to weekly increase.
Week 4 consists of three identical runs. You've done 1 and 2. Whether you go forward or back doesn't make a difference to the amount of effort you're going to be doing in the next run.
Do a Week 4 run. If it goes well, call it Run 3. If you really struggle, call it Run 2. If you really can't do all of it, maybe go back to Week 3.
It all depends on how you feel when you finally get to go out again.
