I have a limited amount of time to work out and I'm really trying to find an app that can help me run.
The catch? The entire workout - included warming up, walking, stretching - cannot exceed 25 minutes. Every app I can find seems to go up to a minimum of 40 minutes, which is simply not feasible.
I would like something for beginners as I am not much of a runner. I don't care about achieving an exact speed or distance, just slowly getting faster and able to run longer.

and includes advice on minimising impact, stretching after every run, hydration and strengthening exercises, all of which will help.
C25k will not fit your criteria as the shortest session, W3, is the only one that is 25 minutes, excluding any stretching, while the longest is forty minutes, excluding stretches.
Restricting this crucial exercise to such a limited time frame is going to minimise your progression.
You could look at the structure of C25k (there is a link to a spreadsheet view in the guide) and use it to create your own workouts then programme them into a tracker such as Runkeeper.
Many of us wondered how on Earth we could fit running into our lives, but once started and hooked, amazingly our priorities changed and the running moves right up the list.
Could you not create your own running programme? Do a bit of research and see what you can come up with! I think you’ll struggle to find any apps that are within a 25 minute time frame. I’d say the warm up is definitely essential and then that is only going to leave you with 20 minutes of running- pair that with interval walks and you’re workout is going to be really restricted and limited!
Nike Run Club app has plenty of short guided runs, e.g 15, 20, 25 mins (I've even seen 5 minute runs), or you can set your own run time. IMO it's a good app with some great coaches too.
